The Banca Popolare di Luino was founded in 1885 (its name changed to Luino in 1889). Around the mid-19th century, a large community of Swiss industrialists, primarily active in the textile sector, had settled in the Luino area, significantly boosting the development of sizable spinning mills and manufacturing plants. To support their activities, these entrepreneurs urged the opening of a branch of the Banca Svizzera Italiana in Luino. The bank was housed in the southern wing of Palazzo Crivelli, an elegant building commissioned by Antonio Crivelli around 1790 (replacing the previous Palazzo Marliani) and designed by Carlo Felice Soave, one of the most prestigious neoclassical architects of the late 18th century.
In 1888, the building was sold by Count Giuseppe Crivelli Serbelloni to the Municipality of Luino, which alienated the property, including the southern wing, to the bank around 1909. For the first decades after its founding, the institution limited its operations to the city of Luino and surrounding areas. In 1941, it opened its first branch in Varese.

Fondata nell’anno 1885, la Banca erigeva poi il suo palazzo di fianco a quello che fu degli ultimi feudatari del luinese ed è ora la sede del Comune, apriva anche per il vecchio borgo di Luino l’epoca detta del progresso, che segnò il passaggio dalle pacifiche conquiste dell’Ottocento borghese alla cruda realtà del nostro secolo, bollato in fronte dalla prima grande guerra mondiale. Dove sorgeva un vecchio edificio scolastico, tra il giardino che fiancheggiava il Palazzo Crivelli e l’aero pronao della chiesa di San Giuseppe, la Banca impostò la sua impettita sede, pari per solidità, solennità e imponenza, solo alla grande Stazione inaugurata tre anni prima a Luino come caposaldo della linea ferroviaria Genova-Gottardo.
